HOUSTON, James T. Age 62 of Huntington Beach. Passed away March 11, 1977. He is survived by son, James T. Houston, II.; daughter-in-law, Helda Houston; 3 grandchildren, Sandi, Patti, and Jimmy, III.; brothers, Hollis J. E.L. and Charles C. Houston; sisters, Agnes Crawford and Evelyn Keane. Chapel services and interment Wednesday, 3:00 p.m. Directed by Westminster Memorial Park Mortuary and Cemetery.

IN MEMORIAM
Long Time Federal Employee Dies
Funeral services were held last month for James T. Houston of Huntington Beach, who died March 11.
Mr. Houston, 62, completed almost forty years of Federal service last year. He was formerly Director of Industrial Relations at the Long Beach Naval Shipyard for four years and prior to that assignment, had served 21 years as the Shipyard's Employment Superintendent.
Through his work in the personnel field with the U.S. Civil Service Commission in Southern California and the Long Beach Naval Shipyard he contributed much to advancing the principles of the merit system in the hiring and promoting of Federal employees. He was a strong believer that a competitive system, based on individual merit, results in better government for all people. He himself was an unknown with no personal Government ties who entered the Federal Civil Service in 1941, following four years in the Navy. He later rose to one of the highest levels of management through merit promotion competition.
He received numerous awards and citations for his work in the personnel field prior to his retirement on September 24, 1976.
He is survived by his son, James T. Houston II, a daughter-in-law, Helga, and three grandchildren, all of Huntington Beach.
Contributions are being made in his name to the American Cancer Society.
